Résumé

Jusqu'à présent évaluation scientifique et technique de l'aléa inondation et gestion de crise en cas d'inondation étaient deux mondes totalement séparés. La mise en place d'un travail commun entre le service de prévision des crues Alpes du Nord et le Service Départemental d'Incendie et de Secours de l'Isère a permis de construire un schéma d'anticipation du risque et d'obtenir une vision réelle et chronologique des évènements susceptibles de se produire. Ce travail a débouché sur une meilleure connaissance de cette problématique par les sapeurs-pompiers. Un outil permet de définir des postures opérationnelles et une cartographie des enjeux, grâce à l'emploi d'un SIG. Il autorise désormais une planification des secours, notamment pour optimiser les temps de réponse des secours en cas d'une crue de la rivière Isère qui traverse la capitale des Alpes: Grenoble.

Abstract

Until now scientific and technical assessment of the flooding risk and management of crisis in the event of flood were two completely separate worlds. The installation of a common work between the service in charge of flood's forecast "Alpes du nord" and the departmental fire and rescue service of Isère permits to build a diagram of anticipation of the risk and to obtain a real and chronological vision of the events likely to occur. This work has made possible to lead to a better knowledge of these problems by the firemen. With this tool, to define operational postures and to obtain a cartography of the vulnerability are possible with the use of a geographic information system (GIS). It allows a planning of the emergency response, in particular to optimize the helps response's delay in the event of a rising of the Isère river which crosses the capital city of the French Alps : Grenoble.
