This article investigates issues linked to the development of water pricing policies in accordance with the newly adopted Water Framework Directive. This directive includes specific provisions for the development of pricing policies that ensure an adequate incentive for users to use water efficiently and all adequate recovery of the costs of water services by the main water uses (agriculture, industry, households). Today, water pricing policies in Europe are highly diverse and changes in these policies will be required to account for the Water Framework Directive. Specific elements will then need to be considered when developing new pricing policies that account for the environmental objectives of the Directive. Overall, the Directive will promote higher transparency on who uses and pollutes, what does it cost and who pays for these costs, that will be key in the context of information, consultation and participation of the public and stakeholders.
