The exceptional hydrological catastrophe of 1856 not only covers three large river basins but also have large natural and socio-economic impacts. On the natural phenomena, the little Ice Age follows a few time later. On the other hand, a very strong demographic pressure was exerted by the growth of the rural population. The imperial government mobilized strongly the corps of engineers on the crisis for political and general benefits.
