Abstract
Water has many uses and as a matter of fact many are the actors who take part in its management. Operating on a given supply, none of them - for different reasons - manage to insure the "harmonious" management of the community property. If one of the users reveals to be overwhelming, this can lead to clear-cut managements, no one of which bringing satisfactory.
On the other hand, a compromise can be accepted by everybody, if the actors gather in a concerted structure, in which the local decisions are taken under the care of the federated representatives.
Therefore, to achieve this aim, the will of politicians and the goodwill of everyone may not be enough: it is essential that water, as soon as it is used, should no longer be considered as a gift from the heaven but that it gains a commercial value, related to its rarity and to the desir it arouses in a given site.
