Water problems in the 21st century. The case of the Mediterranean basin

Abstract
There has been, over the last 25 years, an increasing awareness of critical issues for supplying water to all, including the poorest people in emerging countries, and for an efficient management of water. After an historical survey of what has happened all over the world since the creation in 1996 of the World Water Council, the author sets out a water policy for the Mediterranean and explains why and how all problems may be solved, if there is a real political will.
