Enseignements à tirer des échecs des aménagements non intégrés. Cas du bassin de la Marne
Lessons to be learned from failures of non-integrated developments and lack of management. The case of the Marne basin
Ingénieur chef de projet " aménagement de rivière ", Délégué Régional Champagne-Ardenne-Meuse à l'Agence de l'Eau Seine-Normandie
Abstract
Today everybody is talking about gentle development as if these two words went together naturally. The coming together is only artificial and the corresponding concept is more of a commercial approach than a technical reality. Two examples in the Marne Basin show up the negative effects of this concept when misunderstood; the sewage purification of the Marne without any stabilizing works downstream from the restitution of the dam reservoir in Der-Chantecoq and the initial drainage programme for the Perthois. These two failures, one technical the other sociological, gave rise to the birth locally of the concepts of integrated management of regular upkeep and the creation of interdepartmental cooperation which coordinates development and management of the entire Marne Basin.
