Abstract
15 years after its establishment, the system governing the victims of natural catastrophes (set up by the Law of 13th July 1982) has proved its effectiveness in compensating loss or damage which is difficult to cover using traditional insurance techniques. Nonetheless, if a catastrophe occured such as a 1910-type exceptional rise in water level in Paris, current reserves set up by insurance companies and the "Caisse Centrale de la Réassurance" (CCR) would be insufficient to support at indemnifiable loss or damage without state budgetary aid via the guarantee which the state gives the CCR.
