Abstract
Regarding the environmental aspects, we better know now the consequences of the little Ice Age climatic variations on the river swellings (XVI-XIXth c.). Facing the large floods recurrence what political responses were be done ? To lighting this historical point, we propose to describe the evolution of a town mobilization in the alpine area of Grenoble. In a first time, the mobilization was reduced to a public works policy. The State and these engineers developed their technical abilities on the river at the same time they controlled the local powers (communities, riverside residents). From the middle of the XVIIIth century, the authorities began to organize the management of the flood emergency (strategic spots defence, people assistance). The organization grew up one century later with development of river flood observation (crossing offorecast and prevention).
