Abstract
The 3 January 1992 Water Act has brought in new concepts, taking into consideration an obvious reality: the uniqueness of water supply. This new approach leads to a global water management, without being necessary to distinguish surface water from subterranean water. Relieved of a compartmentalized and often bureaucratic approach, the water policy front now on must head for a balancing management as a part of a long-term development scheme.
