SDAGE et SAGE pour les " eaux souterraines " ? en Adour-Garonne

Abstract
After having reminded the spirit in which the January 1992 Water Act lays down the elaboration of a leading scheme for the development and water management (Schema Directeur d'Amenagement et de Gestion des Eaux - SDAGE -), the method to fulfill this obligation in Adour-Garonne is exposed.
By then, reflexions which lead to implement a simultaneous management of subterrean and surface water supply and to create structures (local water commissions) and its instruments (SAGE) which make, this management possible, are taken into account.
It is shown how hard it is to elaborate a common scheme to subterrean and surface water. This innovation is hindered on the one hand by the fact that the attainments in field of subterranean water supply are lagging behind the surface water ones, and on the other hand by the fact that the developed concepts to manage rivers are often inadequate or insufficient to control the subterrean water exploitation.
