Résumé

Le panel des informations d'anticipation des phénomènes mis à disposition des autorités de police (maires, préfets), responsable de gestion de la crise s'est considérablement enrichi ces dernières années. Ces informations sont délivrées par divers dispositifs. À différentes occasions, nous avons constaté les difficultés d'appropriation et d'exploitation de ces outils pour la gestion des inondations à cinétiques rapides par un nombre important de gestionnaires de crise. Le besoin d'accompagnement de ces acteurs pour intégrer ces outils dans le processus organisationnel et décisionnel est fort. Cette ambition constitue un enjeu stratégique sur l'arc méditerranéen où les territoires sont exposés à des phénomènes dont la cinétique est souvent très rapide. Pour répondre à cet objectif, des supports pédagogiques ont été développés afin de permettre aux utilisateurs de mieux s'approprier le fonctionnement de ces dispositifs, de montrer leur complémentarité et d'optimiser l'exploitation des informations délivrées en situation opérationnelle.

Abstract

The panel of the informations for the anticipation of the phenomenon (meteorological events and floods) available to the authorities (mayors, prefects), responsible for crisis management, has considerably been enriched during these last years. These informations are delivered by various devices and tools. In most of the situations, we noticed the difficulties for using and exploiting these tools for the rapid floods crisis management by the concerned authorities. The need to support the authorities to integrate these tools into the organizational and decision-making process is important. To be able to respond to these needs on the Mediterranean arc is an ambitious project which constitutes a strong stake because all the territories are exposed to rapid phenomenons. To answer this objective, teaching aids have been developed to improve the ability of the users for better functioning, to illustrate the complementarity of tools and to optimize the operational exploitation of the available data.
