The European Union action programme on flood risk management

Abstract

The European union is highly concerned by the flood risk management. Then the European commission has been working on this subject for many years. In July 2004, the Commission presented a Communication on Flood risk management, flood prevention, protection and mitigation in Europe.In October 2004 the Council agreed that, on this basis, the Commission and Member States, in consultation with other stakeholders, should develop and prepare a concerted European flood action programme.This program is currently developed. It consists of tree main pillars: exchange of information, financing and legal instrument.For this last component a Directive of the European parliament and of the council on the assessment and management of floods is under development. This is a key element in the process seeking the improvement of flood risk management in Europe.
